An Arbiter is the position that a shamed Elite takes where he goes on a final suicide mission to regain his lost honor.

No, that was in the book Ghosts of Onyx. That was the ship that was supposed to rescue the Spartan III's, but was shot down. The UNSC
Muhashi
(I think is how its spelt) was the commanding carrier during the Battle Of Reach. That too, was destroyed.
